كشفت وزارة الصناعة عن التيسيرات غير المسبوقة التي أتاحتها شركة القاهرة للاستثمار والتطوير الصناعي ضمن الطرح الثاني المتميز لعدد 36 مصنعًا كامل التجهيز لإنتاج المنتجات الجلدية تامة الصنع، وذلك بالمرحلة الثالثة بمدينة الجلود بالروبيكي، والتي تُعد أول مدينة صناعية متخصصة من نوعها في الشرق الأوسط وأفريقيا، وعاصمة لصناعة الجلود في المنطقة، في إطار توجه الدولة نحو تنمية العناقيد الصناعية المتكاملة.
ويأتي هذا الطرح بالتزامن مع قرب غلق باب التقديم، حيث يتبقى ثلاثة أيام فقط على موعد الانتهاء المقرر في 27 يوليو الجاري. وقد تم طرح الوحدات إلكترونيًا من خلال منصة مصر الصناعية الرقمية www.madein.eg، بما يضمن الشفافية وتكافؤ الفرص بين المستثمرين.
راعت الدولة في تصميم المدينة تنوع المساحات لتلبية احتياجات مختلف الفئات الاستثمارية، حيث يشمل الطرح مصانع بمساحات تبدأ من 121 مترًا مربعًا وتصل حتى 2000 متر مربع، وتصل ارتفاعات الوحدات إلى 10 أمتار، مع إمكانية التقدم للحصول على أكثر من وحدة ودمجها وفقًا للطاقة الإنتاجية المستهدفة. وقد تم تجهيز المصانع بالكامل بما يتناسب مع نشاط صناعة المنتجات الجلدية والصناعات المكملة، إلى جانب توافر البنية التحتية الحديثة، والخدمات الداعمة للتصنيع والتسويق والتدريب وإقامة المعارض المحلية والدولية.
تميز الطرح الحالي بتقديم تيسيرات مالية استثنائية، حيث تم تسعير المصانع على أساس تكلفة المرافق والإنشاءات الفعلية لعام 2021، مع سداد مقدم بنسبة 25% على دفعتين (10% جدية حجز و15% عند التخصيص)، وإتاحة تقسيط باقي القيمة حتى 6 سنوات بينها سنة سماح، وبفائدة ميسرة تبلغ 10% بالتعاون مع الشركة، كما أتيح أيضًا التقسيط حتى 10 سنوات بالتعاون مع عدد من البنوك.
ويُتاح التقدم للحصول على الوحدات بنظام الإيجار، حيث يقوم المستثمر بسداد قيمة 3 أشهر كتأمين عند الحجز، و3 أشهر أخرى كمقدم إيجار عند التخصيص، ويحصل بعد ذلك على فترة سماح لمدة 3 أشهر قبل سداد أول قسط إيجاري.
وتأكيدًا على دعم الدولة للمستثمرين، عقدت الوزارة شراكة مع البنك المصري لتنمية الصادرات، الراعي الرسمي لهذا الطرح، لتوفير حزمة تمويل متكاملة تشمل تمويل شراء الوحدات بنسبة تصل إلى 90% من قيمتها ولمدة سداد حتى 10 سنوات، فضلًا عن تمويل الآلات والمعدات لفترة سداد تصل إلى 7 سنوات، مع تقديم دعم فني وتصديري للمصدرين والراغبين في النفاذ إلى الأسواق الخارجية.
كما يحصل المستثمرون بمدينة الجلود على حوافز إضافية مميزة، من أبرزها زيادة بنسبة 50% من برنامج رد أعباء الصادرات، وهو ما يعزز القدرة التنافسية للمنتجات المصنعة داخل المدينة ويمنحها ميزة تصديرية فريدة.
وقد تم تجهيز المرحلة الثالثة من المدينة لتكون قاعدة لصناعة المنتجات الجلدية الفاخرة، ونقطة انطلاق لتصدير المنتجات النهائية والإكسسوارات والصناعات المغذية، بما يضمن استكمال حلقات سلسلة القيمة بداية من مرحلة الدباغة وصولًا إلى المنتج النهائي.
وتُعد مدينة الجلود بالروبيكي نقلة نوعية لصناعة الجلود المصرية، حيث أُنشئت وفقًا لأعلى المعايير البيئية والعالمية، وتتمتع بشبكة مرافق متكاملة وطرق داخلية وخارجية، كما تقع في موقع استراتيجي متميز يرتبط بشبكة من الطرق الحيوية مثل طريق القاهرة – الإسماعيلية، وطريق القاهرة – السويس، والطريق المؤدي إلى العاصمة الإدارية، والطريق الدائري الإقليمي، بما يسهل الوصول إلى موانئ البحر الأحمر والمتوسط مثل السخنة والأدبية والسويس وبورسعيد ودمياط والإسكندرية.
وتُذكّر وزارة الصناعة المستثمرين بأن إجراءات الحجز والتقديم تتم إلكترونيًا بالكامل من خلال المنصة الرقمية www.madein.eg، وقد تم توفير كراسة شروط مترجمة إلى سبع لغات لتيسير مشاركة المستثمرين الأجانب، ضمن خطة الدولة لجذب استثمارات صناعية محلية ودولية ودعم الصناعات ذات القيمة المضافة العالية.

The units are offered both for rent or ownership with unprecedented financial and procedural facilitation: 25% down payment (10% earnest money and 15% upon allocation deposits). Investors can benefit from flexible installment plans up to six years at only 10% interest rate, and a 7% cash payment discount
Factory pricing is based on the actual cost of construction and utilities. A one-year grace period is granted before the first ownership installment, and a three-month grace period before the first rental payment.

The Ministry of Industry has unveiled unprecedented facilities provided by Cairo Company for Investment and Development (CID) for its second major launch in the third phase of Robbiki Leather City (RLC), including 36 fully equipped factories for finished leather products. RLC is the first city of its kind, positioned as the leather capital in the Middle East and Africa, aligning with the Egyptian government's drive to promote integrated industrial clusters.
This announcement comes as the application window for these factories closes soon, with only three days remaining until the July 27th deadline. The factories, launched electronically on Egypt's Digital Industrial Platform, www.madein.eg, are part of the fully equipped third phase, which boasts comprehensive services and facilities. The city was carefully designed to offer diverse spaces, with units ranging from 121 m² to 2000 m² to suit various investor categories. The Ministry of Industry noted that this new offering, managed by CID, includes six 2000 m² factories, ten 1000 m² factories, and 20 smaller 121 m² factories. The
units feature a height of up to 10 meters, with varied sizes to accommodate different production capacities. Investors also have the flexibility to apply for multiple units and even merge them if they require larger spaces that align with their planned production capacities. These factories were specifically designed for the leather industry and its complementary sectors, offering significant investment opportunities. This is particularly true given their access to all necessary facilities: integrated industries, modern communication and marketing services, advanced technological training, and the hosting of local and international exhibitions for products and equipment.
The Ministry of Industry pointed out that the current launch is marked by exceptional financial facilities for investors at competitive prices. The offered factories are priced based on the actual cost of utilities and construction in 2021, to make it more affordable to investors. Factories are available with a 25% down payment, split into two installments (10% earnest money + 15% upon allocation deposits). The unit price can be paid through two installment payment plans: directly through CID over up to six years, including a one-year grace period, with an interest rate of only 10%; or via a selection of banks over up to 10 years.
Furthermore, units can be rented, provided that the investor pays only three months' worth of the rent value as a security deposit upon reservation. Upon allocation, another three months' rent is paid as an advance payment, followed by a three-month grace period before the first rental payment is due.
To support investors, the Ministry of Industry announced a partnership with the Export Development Bank of Egypt (EBank) – the official sponsor of this offering. This partnership will provide a comprehensive package of financing solutions for purchasing industrial units, including financing up to 90% of the unit's value with a repayment period of up to 10 years. It also finances costs of machinery and equipment with a repayment period of up to 7 years, in addition to technical and export support for current or aspiring exporters looking to access foreign markets.
Investors in RLC will also receive additional incentives, notably an extra 50% refund on export burdens. This is one of the unique export advantages enjoyed by RLC investors, which would significantly enhance the competitiveness of the city's own manufactured products .
The Ministry of Industry stated that the third phase of RLC is designed to be a hub for manufacturing finished leather products and provides a springboard for exporting leather goods and accessories. This would effectively enhance the integrated value chains of the leather industry, from the tanning process to finished products.
RLC represents a qualitative leap in the leather industry, transforming it from the use of traditional methods to meet global standards. Built according to the highest international and environmental standards, RLC boasts a strategic geographical location, with a vast network of roads (Cairo-Ismailia, Cairo-Suez, Administrative Capital,
Regional Ring Road) which connect it to the Red and Mediterranean seas through the ports of Sokhna, Adabiya, Suez, Port Said, Damietta, and Alexandria.
The Ministry of Industry reminds investors that all reservation and application procedures are conducted electronically via www.madein.eg to ensure transparency and equal opportunities. Moreover, the terms and conditions booklet has been translated into seven languages to facilitate the participation of foreign investors.
